Well, I just saw the movie Dune (part two), so was imagining another world, not earth. That’s supposed to be another planet (or large moon) visible in the sky…
Dune shape is a couple planes (subdivided) with a Voronoi noise for displacement (one plane tilted at a slight angle for background dunes). Surface texture is just a noise texture into height input of bump node into normal input of a Principled BSDF shader with color set to a sandy color. Also used a Principled Volume shader on a cube enclosing the scene to add a haze.
