As you can see, There are no Shape keys added to my neck and straight down. I literally can’t Animate it. The only things I could move the the eyes. That’s it. I need help please!

The Shapekeys are on the character mesh. You need to select the character and go to the object data and the shapekeys are there. As for the bones that control the shapekeys they are hidden. Go to pose mode and hit alt+H and unhide them. One thing though is that the shapekeys are affecting other parts of the body. For example the mouth is affecting the biceps so you may have to redo the shapekeys
