I think these letters are made with Geometry Nodes/Simulation Nodes or Houdini, here some tutorial can may help you, https://www.youtube.com/watch?v=mQn8P0MLE48 in addition you will need to learn about geometry nodes simulation too to make objects forming and spreading.
