Ive added a red line to show that i would like the whip in that position not curled up how it is if anyone could help show me how its done please

I think of at least two ways in doing this : using bone + weight painting; or using array + curve modifier. The first might need some weight painting/editing but doesn’t need editing the model, while the second one will need to delete and edit some parts of the model but might be more flexible and (relatively) easier.
I’m more into the second method :
